No, paginated reports can be published and viewed with Power BI Pro licences, so you do not need Premium or Fabric capacity just to replace SSRS. Capacity becomes worthwhile for other reasons, such as large numbers of viewers or heavy report volumes.

With Pro, both the people who publish reports and the people who view them need a Pro licence. On a Fabric F64 or larger capacity, people with free licences can view reports too, which can be cheaper for organisations distributing paginated output to many staff.

SSRS subscriptions are rebuilt as Power BI subscriptions, including subscriptions that send each recipient their own filtered version of a paginated report, with Power Automate covering more complex delivery rules. Scheduled reports keep arriving in the same formats, on the same timetable.
